  La Fondation Elizabeth Glaser pour la lutte contre le VIH pédiatrique (EGPAF) est un leadeur mondial dans la lutte contre le VIH pédiatrique, qui travaille dans 15 pays, et plus de 5,500 villes à travers le monde pour prévenir la transmission du VIH aux enfants, et prendre en charge les personnes déjà infectées. Grâce aux efforts fructueux de la fondation et ses partenaires, le SIDA pédiatrique a été pratiquement éliminé aux Etats Unis. La fondation compte plus de 1,000 employés plus parmi lesquels 90% sont sur le terrain. Le but global de la fondation est d’éliminer le VIH/SIDA pédiatrique en implémentant des programmes de préventions, de soins, de traitements, et de promotion de la recherche innovante. La fondation vise également à exécuter des activités de plaidoyer de manière stratégique et ciblée afin d’apporter des changements profonds et d’améliorer les vies des femmes, des enfants, et des familles à travers le monde.

Résumé du poste:

Dans le but d'améliorer et d'accroître continuellement sa vision sur l’information stratégique centrée sur le patient, EGPAF Cameroun renforce son système de Suivi et Evaluation pour améliorer la prise en charge des patients grâce à la disponibilité des données de qualité dans son projet Atteindre95. C'est dans ce contexte qu'EGPAF recrute deux personnes hautement motivées, autonomes et compétentes pour rejoindre son unité de Gestion et d'Analyse des Données en tant qu'Assistant en Informatique de la Santé. Les titulaires travailleront en étroite collaboration avec l'équipe Informatique de la Santé et d'autres membres du personnel de l’information stratégique et du programme pour aider à promouvoir la vision et les objectifs d'EGPAF Cameroun.

 Missions principales :

1.      Améliorer les outils électroniques existants en analysant les exigences du programme, en préparant un plan d'action et en identifiant les domaines à modifier et à améliorer

2.      Utiliser les directives et conventions établies des outils de développement pour concevoir, développer et tester les outils d’extraction et de saisie de données

3.      Devra supporter l’utilisation de l’ensemble DAMA, PLDC, DHIS2 et l’EMR.

4.      Maintenir les outils de saisie de données/outils numériques/logiciels existants en identifiant et en corrigeant les défauts logiciels

5.      Engager les utilisateurs et l'équipe technique du programme afin de hiérarchiser les demandes de fonctionnalités du système

6.      Fournir des informations détaillées sur l’utilisation et l'expérience d’utilisateur pour guider le développement et l'impact de divers outils numériques

7.      Apprendre et développer des compétences pour se tenir à jour des nouvelles technologies

8.      Tirer parti des connaissances et contribuer à une bonne gestion des connaissances au sein du programme

9.      Contribuer à l'effort d'équipe en obtenant des résultats connexes au besoin

10.   Soutenir le développement d'autres applications logicielles à la demande

11.   Toute autre tâche pouvant être raisonnablement assignée

 

Qualifications requises et compétences clés :

    Minimum d'une licence en informatique, systèmes d'information sur la santé et informatique de la santé, ou toute autre discipline connexes.
    Minimum de 2 ans d'expérience pratique en développement de logiciels.
    Bonne compréhension et expérience de développement des systèmes EMR et e-Health
    Connaissance de la programmation sur le DHIS2 et tout autre système médical électronique
    Une expérience en logiciel libre et source ouverte est fortement préférée
    Connaissance pratique avérée des langages et outils de programmation suivants :
        PHP Laravel framework
        Ruby on Rails
        jQuery, JavaScript, Bootstrap
        Développement, script et optimisation de bases de données SQL (MS SQL, Postgres SQL) et NoSQL
        Familier avec DHIS2 et d'autres outils de collecte de données comme ODK, Kobo.
        Gestion et optimisation du serveur Web
        Compréhension des normes d'échange d'informations sur la santé telles que HL7FHIR

 

Autres compétences et capacités requises;

·        Une connaissance pratique des programmes PEPFAR et du système de santé au Cameroun est un atout.

    Capacité à travailler dans un environnement au rythme rapide dans des délais serrés tout en produisant un contenu de qualité.
    Connaître le système camerounais de gestion de l'information sanitaire.
    Capable de travailler de longues heures si nécessaire
    Capacité à traduire les besoins des utilisateurs en spécifications fonctionnelles
    Solides compétences organisationnelles, interpersonnelles, orales, de présentation, de communication écrite et d'analyse.
    Volonté d'acquérir de nouvelles compétences pour répondre aux besoins d'EGPAF.
    Expérience de travail efficace dans un environnement multidisciplinaire.
    Capacité à travailler de façon autonome ainsi qu'au sein d'une équipe.
    Capable de créer, motiver et responsabiliser une équipe hautement performante
    Très organisé, méticuleux et fiable
    Axé sur les résultats et soucieux du détail.
    Capacité à communiquer par écrit et oralement en anglais sera un atout.
    Compétences et expérience en analyse statistique seront un atout.

The Elizabeth Glaser Pediatric AIDS Foundation is a global leader in the fight against pediatric HIV and AIDS, working in 15 countries and at over 5,500 sites around the world to prevent the transmission of HIV to children, and to help those already infected. Today, because of the highly successful work of the Foundation and its partners, pediatric AIDS has been virtually eliminated in the United States. With a growing global staff of over 1,000—nine of 10 who work in the field—the Foundation’s global mission is to eliminate pediatric HIV and AIDS by implementing HIV prevention, care, and treatment programs; further advance innovative research; and to execute strategic and targeted global advocacy activities to bring dramatic change to the lives of millions of women, children, and families worldwide.

 

Job summary

In view of continuously improving and increasing her focus of a patient-centered strategic information, EGPAF Cameroon is strengthening his M&E system to improve patient management through the provision of accurate and timely data in its Atteindre95 project. It is against this background that EGPAF is seeking to recruit two highly motivated and self-driven and proficient individuals to join its Data Management and Data Analysis Unit as a Health Informatics Assistant. The incumbents will work closely with the Health Informatic team, and other Strategic Information and program staff to help promote the vision and objectives of EGPAF Cameroon.

 

Essential duties and responsibilities include:

1.      Enhance existing electronic tools by analyzing program requirements, preparing an action plan and identifying areas for modification and improvement

2.      Utilize established development tools guidelines and conventions to design, develop, and test the data capture and entry tools

3.      Will be expected to support the DAMA, PLDC and DHIS2 suits.

4.      Maintain existing data entry tools/digital tools/software by identifying and correcting software defects

5.      Engaging users and the program technical team in order to prioritize system feature requests

6.      Provide insight regarding usability and user experience to guide the development and impact of various digital tools

7.      Learn and develop skills to keep abreast with new technologies

8.      Leverage knowledge and contribute to proper knowledge management within the program

9.      Contributes to team effort by accomplishing related results as needed

10.   Support the development of other software applications as requested

11.   Any other duties that may be reasonably assigned

 

Required Qualifications and key Competencies:

·        Minimum of bachelor’s degree in Computer Science, Health information systems and Health informatics, or a bachelor's degree in related fields.

·        Minimum of 2 years of hands-on experience in software development.

    Good understanding of and development experience of EMR systems and eHealth
    Knowledge of programing on the DHIS2 and any other electronic medical system
    Experience with Free and Open-Source technology stack is strongly preferred
    Proven practical knowledge of the following programing languages and tools:
        PHP Laravel framework
        Ruby on Rails
        jQuery, JavaScript, Bootstrap
        SQL (MS SQL, Postgres SQL) and NoSQL database development, scripting, and optimization
        Familiar with the DHIS2 suit, and other data collection tools like ODK, Kobo.
        Web server management and optimization
        Understanding of Health Information Exchange standards such as HL7 FHIR

Other Required Skills and abilities

    Working knowledge of PEPFAR programs and health systems in Cameroon is an asset.
    Ability to work in a fast-paced environment under tight deadlines while producing quality content.
    Familiar with the Cameroon health information’s management system.
    Comfortable working long hours if needed
    Ability to translate user requirements into functional specifications
    Strong organizational, interpersonal, oral, presentation, written communication and analytical skills.
    Willingness to learn new skills to meet EGPAF’s need.
    Experience in working effectively in a multidisciplinary environment.
    Ability to work independently as well as within a team setting.
    Able to create, motivate and hold accountable a high performing team

    Ability to communicate in writing and orally in English will be an asset.
