Job Description : The Position:

Under the overall supervision of the UNFPA Representative, direct supervision of the Deputy Representative and programme guidance by Humanitarian Coordinator and GBV Coordinator, the incumbent will ensure effective and efficient, programmatic and operational support to UNFPA’s programming on GBViE at subnational level with a focus on the Lac Tchad Basin in Cameroon but a larger a geographical scope (Far North, North East and Adamawa regions as relevant), supporting the country office in implementing the Country Programme.

Job Purpose:

Cameroon is facing a humanitarian crisis in its northern part of the country which is interlinked with other crises around the Lac Tchad Basin. In the Cameroon Far North region, approximately 1 million people are in need of humanitarian assistance and half of them are women and girls at higher risk of GBV. The climate fragility of that region is exacerbating the vulnerabilities and IPV and child marriage are regularly reported on the rise during droughts and floods. The incumbent will play a vital role in ensuring that our GBViE programme is built on sound evidence, considering state-of-the-art research and innovative practices. It will also help ensure that GBViE response is provided in a timely manner and in coherent application of GBViE minimum Standards and other key guidance.

To ensure its timely implementation, responsibilities and tasks of the Gender-Based Violence Specialist, may include, but are not limited to the following:

MAJOR DUTIES AND RESPONSIBILITIES:

Role Description:

GBV programming in humanitarian emergencies is multi-sectoral and involves organizations and actors from the displaced and host communities, NGO and government implementing partners, UN agencies, and other national and international organizations that engage in comprehensive prevention and response initiatives.

Key duties include:  assessment and planning; partnership development; training and sensitization; and monitoring and evaluation. Planning, coordination, monitoring and evaluation of GBV initiatives will be conducted through the use of available global guidelines and standards, and will be in line with UNFPA’s Minimum Standards for Addressing GBV in Emergencies. UNFPA is leading the GBV AoR, the GBV coordination body under the Protection Cluster, the incumbent will represent UNFPA as member and support the GBV Coordinator for the Far North to enable a better-coordinated response to GBV in the humanitarian setting.

You would be responsible for:

Programme Development and Implementation

Conduct field assessments and/ or situational analyses to determine needs and gaps for GBV prevention and response.  Where appropriate, ensure GBV issues are integrated in other key assessments.
In partnership with relevant UN, national and international NGOs, Red Cross, and government stakeholders, develop a comprehensive GBV programme in line with available global guidance that adheres to UNFPA’s Minimum Standards for Addressing GBV in Emergencies in Maroua and in coherence with exiting projects.
Guide UNFPA GBV staff under your supervision, implementing partners, and national authorities in planning and implementing GBV programmes related to refugees, IDPs/returnees and host communities.
Coordinate and facilitate training sessions on GBV in emergencies for health care providers, community services officers, security personnel, the refugee/IDP population, etc.
Oversee the procurement of emergency post-rape kits and other relevant commodities and monitor their distribution and utilization by the end-point user.
Support the CO to accelerate implementation of activities funded through BHA, Norway, CERF, UNFPA Emergency Response Fund under the geographic scope of the region and engage with donors to raise additional programme funds in line with overarching vision and work plan.
 
Partnerships

Maintain solid working relationships with the GBV AoR Coordinator in Maroua, the Humanitarian Coordination and the GBV coordinator, the the Head of Office in Maroua as well as other colleagues intervening in SRH and M&E, for quality program and agile implementation of GBViE UNFPA activities,
Provide regular and comprehensive updates related to UNFPA’s progress to address GBV and represent UNFPA with GBV AoR, Protection and Health Sectors and other relevant actors in Maroua as well other humanitarian coordination bodies, in due coordination with the Head of Office in Maroua and the GBV Coordinator
Under the supervision of the UNFPA Representative/Head of Office, to ensure that GBV issues are adequately considered in the context of the humanitarian response efforts.
Establish linkages between existing Gender, SRH, Youth, P&D portfolio to ensure synergies between programmes that maximize programme impact.
Ensure programme implementation of IPs work plans, support them and monitor progress report and activities.


Reporting

Monitor GBViE assistance provided by UNFPA through implementing partners to crisis affected populations.
Monitor UNFPA’s GBViE programme activities by keeping a close record of activities, such as capacity building, expenditures and agreements made with local partners.
Contribute to the regular progress reports and document lessons learned and share with the relevant UNFPA Regional Office, UNFPA Humanitarian and Fragile Contexts Branch, and other units as necessary.
Support field office on coordination of GBViE issues and prepare reports and SitReps, as required.
Capacity Development

Provide coaching to newly recruited staff and consultants on GBV, where appropriate and in the geographic scope.
Coach and build capacity of relevant staff members as well as staff of implementing partners responding to emergency/humanitarian crisis, as needed.


Qualifications and Experience:

Education:  

Advanced technical degree with specialization in areas such as social work, public health, gender, law/human rights, international relations, and/or other related social science disciplines.
Knowledge and Experience:

At least 5 years of relevant experience preferably in humanitarian affairs, emergency relief management, public health or other related areas, prior experience in region an asset
Specialized experience addressing GBViE preferably at the international level, experience in design, monitoring and evaluation of development projects, humanitarian programming and coordination.
Demonstrated leadership and management experience within a multinational and multicultural environment.
Direct experience providing support to GBV survivors as an asset.
Familiarity with Excel, desktop publishing software, and basic website management.
Demonstrated understanding of the survivor-centered approach to GBV programming, particularly in the context of information management (i.e. GBVIMS training), and use of GBViE minimum standards
Knowledge of the Cluster System, Humanitarian Reform and humanitarian programme cycle and architecture.
Ability to synthesize large amounts of information into concise, effective resources for decision-making and advocacy purposes.
Flexibility, diplomacy, leadership, cultural sensitivity and the ability to work well both alone and in teams.
Experience with the UN and/or international NGOs is an asset
